Reaccreditation Troubles

Accreditation is the certificate an agency needs in order to operate in Russia. 

We were without one from January 13, 2005 until March 1, 2006, during which time we were frozen.

 

 

 

Adoption update 3/4/06: The Russian official adoption website affirms that AIA has been reaccredited.  We're going to Russia at last.

Adoption update: 2/22/06: We have been notified that AIA has been reaccredited and that they will have their certificate in hand on March 6th. We are holding off on celebrating until we see a scan of the certificate.  Once we see one, though, we'll be madly updated documents and packing for FarEast Russia.  We are working up the courage to start hoping again.

February 6, 2006
The Russian Ministry of Education has issued reaccreditation certificates to four agencies in the US.  Two of these agencies are JCICS member agencies and are listed at the bottom of this page.  The Ministry has also informed the US Embassy in Moscow that there are a number of additional agencies under consideration to be reaccredited in the Spring of 2006 (emphasis added)

Spring.  Alas.

 

Adoption update 1/20/06: Our agency sent this: 

"Information I have is that by now  that MOE had  finished evaluation of all agencies and prepared the executive order for signing by the head of MOE, so early next week it will be finished.  We also were told that our agency is in good standing,  passed all  evaluations and now can wait for the official  MOE 's announcements."

 

Adoption update 1/13/06:    Again, no news. No good news, no bad news, just the never-ending dangle.

Adoption update 11/17/05: The powers that be that met today were expected to start the reaccredidation process but did not, and did not say why not, or when they might.  This is not a door closed or a door opened, just a door that repeatedly gets slammed against our expectant and tender noses that we have pushed to the window, hoping to see some good news.

Adoption update 11/11/05: Apparently the Mucky-Mucks met on Friday and made some moves that have led our agency, for the first time since this started, to feel genuinely optimistic that reaccreditations will soon follow.

Here is official information from  Russian Ministry of Education website. The main points of the meeting:
1. Independent adoptions were prohibited.
2. Four adoption agencies lost their accreditation
3. The reaccredidation of leftover agencies will continue in working order . It means we don't need to wait for further meetings of the Committee, the Ministry  soon will be issuing orders of new accreditations.

Adoption update 11/3/05:  There is a small faint un-traceable rumor that reaccreditation may possibly be starting up again after November 11th. 

Adoption update 9/9/05: "The State Duma turned down an amendment by Deputy Nina Ostanina from the KPRF faction to impose a temporary moratorium on the adoption of Russian children by the citizens of those countries where Russian children died at the hands of their adoptive parents." Russian News and Information Agency So we are still waiting for reaccredidation, but apparently will not be facing a moratorium.

Adoption Troubles: In the last six months, there has been a lot of publicity in the Russia media about children who were adopted from Russia and tragically lost their lives in the care (or absence thereof) of their American parents.  This has fueled the anti-American adoption sentiment which has been flaring up since May.  Currently, there is a call, and building momentum for, a complete moratorium on adoptions by Americans.  In this light, our hope of timely reaccredidation is fading.
